introduced the following bill, which was referred to the Senate
on this day February 17, 1994 .
To establish Open Schools Act
1. Be in enacted by the Senate and the House of Representatives
of the United States of
2. America in congress assembled, that
3. Section I -- Purpose
4. The public school system should be made voluntary so that juveniles
or their parents
5. may choose not to attend school and be allowed to work. There
are many students in
6. the school system who do not really care about their education
. The money that is
7. being spent on their education could be spent on students who
really want to get an
8. education.
9. Section II -- The Law
10. Beginning in September 1994, all public schools will institute
voluntary attendance
11. from the age of 12 an older. The legal age for full time work
is 12 years old. Any person 12.over the age of 12, or their parents
may withdraw a student from school.
13. The Department of the Education will enforce this act.
114. All laws or parts of laws in conflict
herewith are hereby repealed to the extent of the conflict. If
any
15. portion of this act is declared unconstitutional, it is the
intention of this legislature that the other portions 16. shall
remain in full force and effect. Now, therefore, I, ________________President
Pro Tem of the
17. United States Senate do hereby remand this Bill to the President
of the United States.
